About the Chamber
The South Urals Chamber of Commerce and Industry Union is an independent non-state and non-profit organization whose major objective is the creation of favourable conditions for the development of entrepreneurial activity.
As of 31.12.2008 the South Urals Chamber of Commerce and Industry Union unites in its ranks 613 economic entities from the Chelyabinsk region and other regions of Russia. In 2008 it has accepted 82 enterprises as new members of the chamber. The share of the small business entities is 68.7 percent. The SUCCI members are the leading enterprises operating in the real sector of the South Urals economy.
The SUCCI works on realization of key directions of social and economic development of the Chelyabinsk region including by participation in legislative and law-implementing processes, in the development and realization of regional and municipal programs.
The chamber has concluded more than 100 agreements on interaction and cooperation, including, in 2008 only, 8 agreements on cooperation, among them with the Public prosecutor's office of the Chelyabinsk area, General Directorate of the Ministry on extreme situations of the Chelyabinsk area, Ministry of agriculture of the Chelyabinsk area, the branch in the Chelyabinsk region of the Federal State Institution "Rosselkhoztsentr", Regional State Institution "Innovational business incubator of the Chelyabinsk region ", tripartite Agreement with the Directorate of the Federal registration service in the Chelyabinsk region and the Chelyabinsk regional association of employers "PROMASS", multilateral Agreement on cooperation and interaction with public associations of businessmen of the Chelyabinsk area.
With the purposes of realization of the Agreement on cooperation between the SUCCI and the Legislative Assembly of the Chelyabinsk region a joint plan has been signed of law making activity for the protection of rights of the businessmen within the framework of the Agreement a complex plan of joint measures has been developed with the regional Public prosecutor's office.
The signed documents promoted the deepening of mutual relations between the business community and authorities.
The SUCCI has taken part in the development of:
- Concept of long-term social and economic development of Russian Federation for the period until 2020;
- Strategy of social and economic development of the Chelyabinsk region until 2020;
- Regional target program "Development of innovational activity in the Chelyabinsk area" for 2008-2010";
- 5th regional target Program of small and medium-sized business development for 2009-2011.
The South Urals Chamber of Commerce and Industry Union develops the plan of basic measures of involving the small and medium-sized business entities into social partnership for 2008-2009.
The SUCCI is a member and constant participant of sessions of Public coordination council on the development of small and medium-sized business under the Government of the Chelyabinsk area, Public coordination council on development of business under the Administration of Chelyabinsk city and other municipal formations of the area. For the analysis of situation with legality in the sphere of business activity and resistance to corruption the SUCCI has been included in the structure of the Public council on protection of small and medium-sized business under the Public prosecutor's office of the Chelyabinsk area.
Representatives of the chamber have been included into the structure of 31 consulting councils, commissions, working groups working under the legislative, executive and judicial bodies of authority of all levels, the Ministries of industry and natural resources, Ministry of construction, infrastructure and road facilities, General Directorate of Russian Federation Ministry of Civil Defence and Emergency Response in the Chelyabinsk area, work in the collegia of the Ministry of economic development, ministries of industry and natural resources, Ministry of construction, infrastructure and road facilities, General Directorate of Russian Federation Ministry of Civil Defence and Emergency Response in the Chelyabinsk area. In 2008 the SUCCI’s president F.L. Degtyarev was elected a Presidium member of the Managing executive committee of the Chamber of Commerce and Industry of Russian Federation, vice-president of the Public chamber of the Chelyabinsk area, chairman of the Managing executive committee of the Non-Commercial Partnership « Union of Construction Companies of South Urals ». Seven representatives of the SUCCI are working in the structure of public formations of the Chamber of Commerce and Industry of Russian Federation.
In 2008 the SUCCI’s president F.L. Degtyarev was elected a chairman of Association of the Chambers of Commerce and Industry of the Ural federal district. In one year two sessions of the Association of the Chambers of Commerce and Industry of the Ural federal district have been held in Chelyabinsk.
In March, 2008 the Association members and representatives of the Chamber of Commerce and Industry of Russian Federation have taken part in the work of a regional scientific and practical conference "Innovational reserves of raising the competitiveness of goods and services", in October the SUCCI and the Chamber of Commerce and Industry of Russia have held a seminar for the representatives of regional Chambers of Commerce and Industry "Modern methods of involving into membership ". Within the framework of the Association a competition for the title of the best expert of Chambers of Commerce and Industry of the Ural Federal district has been announced.
With the purposes of overcoming negative influence of financial and economic crisis on the region’s economy the chamber develops a Plan of anticrisis measures, its representatives participate in the work of branch anticrisis working groups, together with the Ministry of Economic Development and Trade of the region it has monitored the economic situation in more than 500 enterprises, has visited about 30 enterprises with the purpose of rendering them a pinpoint financial assistance, the chamber organizes work of a "hot line", the “round tables" have been organized ( "The prospects of development of the region’s enterprises during the world financial crisis", "Small and medium-sized business in the conditions of financial and economic crisis"), training seminars (" Anticrisis marketing "). In October, 2008 an extended session of the SUCCI’s Council on coordination of work of public formations with the participation of committees of the Legislative Assembly and Collegium of the Ministry of industry and natural resources of the Chelyabinsk region for development of regional anticrisis measures and discussion of the project of the concept of industrial policy of the Chelyabinsk region for 2008-2012 has been held. The recommendations produced on the basis of monitoring investigations by the SUCCI’s committees and by "round tables" were submitted at the session of Presidium of the Managing executive committee of the Chamber of Commerce and Industry of Russian Federation on December 23, 2008.
The SUCCI has created 17 public formations (committees, commissions, councils). In 2008 a SUCCI’s committee on transport and logistics has been created. In the reporting year the SUCCI’s committees have held 48 sessions, part of them together with the committees of Legislative Assembly and Ministries of the Chelyabinsk area, on various problems of business, including those in the conditions of financial crisis.
The chamber has taken an active part in the preparation and holding of the 10th jubilee Congress of the representatives of small business of the Chelyabinsk area, has organized participation of the Chelyabinsk region delegation in the work of the All-Russia Forum "Small and medium-sized business is the basis of social and economic development of Russia in the 21st century ".
In 2008 the SUCCI together with the Government of the Chelyabinsk region has held a regional stage of the competition of business activity " Gold Mercury" the winners of which have taken part in the federal competition for the National premium in the field of business activity.
The LLC "Ozyorsk power plants factory" (ÎÎÎ “Ozerskiy zavod energoustanovok”) has become a winner of the prize in the nomination "The best small enterprise in the sphere of innovational activity in Russian Federation " and the Chelyabinsk region – a winner in the nomination "Region (city) with the most favorable conditions for the development of business".
According to its Charter the SUCCI has continued working on development of interregional and international connections, attraction of investments in the real sector of economy of the South Urals region. In the reporting period the chamber has organized 29 events (trade and economic missions, business receptions, meetings of foreign delegations, presentations, exhibitions and fairs).
Within the framework of the Agreements the SUCCI with the CCI of Republic of Kazakhstan in March, 2008 at an exhibition "Promindustriya-Astana 2008" has organized a collective exposition of the Chelyabinsk region in which 18 enterprises of the South Urals have taken part. During negotiations 5 protocols of intentions between the enterprises of the Chelyabinsk region and Republic of Kazakhstan have been signed.
The SUCCI on a competitive basis has become one of the ten best chambers of Russia invited to participate in the international project "Internationalization of the small and medium-sized enterprises through a network of commercial and industrial chambers " realized by the European Union.
The realization of the Charter tasks of the SUCCI on support, development and protection of interests of business was carried out together with the ministries and administrations of municipal formations of the Chelyabinsk area. In the reporting period 8 free-of-charge seminars and 17 "round tables" on urgent matters of business activity have been organized.
For development of the youth initiatives and creativity the chamber has acted as a co-organizer of the young researchers’ competition under the program "A step to the future". To the Day of protection of children it has held a competition "A trade mark in the child’s eyes". On the chamber’s initiative and with the support of the Legislative Assembly, Ministry of education and science and the Ministry of economic development of the Chelyabinsk region in 2008 there were organized the 2nd regional festival of the youth enterprise projects, a regional competition "The inventor of South Urals", “The best innovational project", "The leaders of innovational business of the Chelyabinsk area".
The information support of business activity, development of interregional and foreign economic cooperation was carried out through the web site of the SUCCI (www.tpp74.ru). In one year more than 3000 messages of business character have been published on the site, more than 1000 unique visitors a day have been registered. At the virtual exhibition of South Urals production (www.chelexpo.ru) the information on more than 330 enterprises, about 5000 goods produced by them and their services have been placed on a free-of-charge basis.
The regular printed editions of the SUCCI (magazines "Business Messenger" and "Express Inform") promoted the distribution of objective information about economic potential of the Chelyabinsk area.
The activity of the South Urals Chamber of Commerce and Industry Union in 2009-2013 will be directed on improvement of the social and economic situation in the Chelyabinsk area.
The major tasks facing the SUCCI in 2009 - 2013 are:
- Overcoming negative influence of crisis on regional economy, its quickest improvement and steady development;
- fight against corruption and eradication of the reasons inducing it;
- increase of the level of competitiveness of South Urals economy, its investment appeal, accelerated transfer of it to the innovational way of development, especially of branches which are producing goods of a high process stage;
- Development of international, interregional and intraregional trade and economic and scientific and technical connections taking the most of the opportunities of chambers of the Ural Federal district;
- Perfection of economic and legal conditions for steady and effective business dealing;
- Expansion of cooperation with the bodies of state authority and management, civil society structures;
- Participation in the realization of the priority national, regional and municipal projects and programs;
- Increase of the role of small and medium-sized business in the economic and social life of the Chelyabinsk area;
- Strengthening and development of personnel potential of the South Urals economy, preparation and formation of the reserve of workers, administrative and business staff;
- Expansion of range and increase of quality of the services rendered by the chamber, its organizational, material and personnel strengthening;
- Transition to the new forms of interaction with the chamber members making it possible to satisfy to a maximum their needs in our services, creation of the mechanism of a direct connection and feedback taking into account the market situation.
